PM launches GNFC’s cashless/less cash township model across 12 States

  • Prime Minister Narendra Modi launched in Nagpur a cashless/less cash township model, developed by Gujarat Narmada Valley Fertilizers and Chemicals Ltd (GNFC), across 81 townships in 12 States.
  • These townships will deliver 2.5 lakh cashless transactions per day, translating into 9 crore cashless transactions in a year.
  • GNFC’s township at Bharuch in Gujarat became India’s first cent per cent cashless township after demonetisation.
  • The 81 townships included 56 in Gujarat and 25 in other States that have chosen to follow the cashless or less cash model.
  • GNFC facilitated the model across these States under the auspices of National Institution for Transforming India Aayog, said Rajiv Kumar Gupta, Managing Director, GNFC, here.
  • National Institution for Transforming India Aayog had appreciated GNFC’s initiative and model of cashless townships and advised the Central ministries and CMDs of 300-plus central PSUs for adopting this model quickly.

Cabinet approves closure of Mahatma Gandhi Pravasi Suraksha Yojana

  • The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved closure of the Mahatma Gandhi Pravasi Suraksha Yojana (MGPSY).
  • It was set up in 2012 to address the social security-related issues of the Emigration Check Required (ECR)-category workers going abroad for employment to ECR countries.
  • The subscription under the MGPSY was very low and no new subscription was received for more than a year. Closure of the scheme will, therefore, obviate the avoidable recurring administrative and record-keeping expenditure.

‘Rashtriya Vayoshri Yojana’ t launched in Nellore, Andhra Pradesh

  • “Rashtriya Vayoshri Yojana”, a ‘Scheme for providing Physical Aids and Assisted-living Devices for Senior citizens belonging to BPL category’ is launched in District Nellore, Andhra Pradesh.
  • Physical Aids and Assisted-living Devices for Senior citizens will be distributed in Camp mode and the Scheme will be implemented through the sole implementing agency, ‘Artificial Limbs Manufacturing Corporation (ALIMCO)’ which will undertake one year free maintenance of the aids & assisted living devices.
  • The devices will help the Senior Citizens to overcome their age related physical impairment and to lead a dignified and productive life with minimal dependence on care givers or other members of the family.
  • The ambitious Scheme, first of its kind in the country is expected to benefit 5,20,000 Senior Citizens over a period of the 3 years.
  • The Scheme aims at providing Senior Citizens, belonging to BPL category and suffering from any of the age related disability/infirmity viz.
    1. Low vision,
    2. Hearing impairment,
    3. Loss of teeth and
    4. Locomotor disability,
    with such assisted-living devices which can restore near normalcy in their bodily functions, overcoming the disability/infirmity manifested.
  • The assistive devices shall be of high quality and conforming to the standards laid down by the Bureau of Indian Standard.

Suresh Prabhu to launch new Indian Railways VIKALP scheme for wait-listed passenger.

  • Indian Railways is all set to launch an alternative train accommodation scheme ‘Vikalp’ from April 1.
  • Under this scheme, the wait-listed passengers will get an option of selecting alternative train on the same route.
  • Part from providing an alternative accommodation, Railways is also looking to ensure optimum utilisation of available accommodation through this scheme.
  •  Last year, in November, it was launched as the pilot project for six months on the Delhi-Lucknow and Delhi- Jammu sectors.
  • Vikalp aims to beat the festive rush when availability of berths does not match the surging demand.
  • Other Features of Vikalp are given below :
    1. Flexibility to cancel tickets,
    2. No refund is allowed after the chart is prepared.
    3. Heavy cuts will be levied as cancellation fee from fully confirmed tickets.
    4. If one opts for Vikalp, while getting a waitlisted ticket in an ordinary/express train, chances are that one might get accommodation on Rajdhani or Shatabadi Express with no extra charges.
    5. 50 per cent will be levied as cancellation charge on the cancellation of tickets between 12 and four hours prior to departure.
    6. Chances of cancelling an alternative option will be less,
    7. Nation-wide the availability of the berths in trains is just 12 per cent and around 46 crore berths are in circulations collectively from every sector.
    8. Fully Waiting list passengers, who opted for Vikalp should check their PNR after charting.
    9. No extra charges shall be levied from passengers nor any refund will be provided for the difference of fare.

Petroleum Minister launches MoPNG e Seva

  • Minister of State (I/C) for Petroleum and Natural Gas, Shri Dharmendra Pradhan launched MoP&NG e-Seva, a dedicated grievances redressal platform on Social Media for all queries and grievances relating to Oil and Gas Sector.
  • The MOPNG e-Seva is an integrated grievances redressal platform across social media for all Oil & Gas related service issues.
  • This portal will be a single point interface for all customers to reach out to the government for addressing their feedback or grievances related to Oil & Gas Sector on social media.
  • MOPNG e-Seva will also deliver 24 x 7 support for consumers.
  • The e-Seva portal will serve as a single point for queries on Twitter and Facebook to begin with; and other social media platforms in due course.
  • A team of Nodal Officers from Oil Companies and Allied Services have been formed to address issues on real-time basis.

Rajya Sabha Passes Bill to Ensure Rights of HIV/AIDS Patients

  • A crucial bill to ensure equal rights to people afflicted by HIV and AIDS in getting treatment, admission in educational institutions and jobs, was passed by the Rajya Sabha.
  • The bill was introduced in the upper house of Parliament in 2014 and then referred to the Parliamentary Standing Committee which gave its report in 2015.
  • The Human Immunodeficiency Virus (HIV) and Acquired Immune Deficiency Syndrome (AIDS) (Prevention) and Control) Bill, 2014, moved by Health Minister JP Nadda, was passed in the Upper House by a voice vote.
  • During the debate on the measure, many members suggested amending the Section 14(1) of the bill, to remove the phrase "as far as possible" for providing medical treatment to the Centre and the states to those infected with HIV and AIDS.

Solar Energy Scheme for Small Powerloom Units Approved

  • The Government has approved a new scheme to provide financial assistance or capital subsidy to small powerloom units, for installation of Solar Photo Voltaic (SPV) plant, in order to alleviate the problem of power cut and shortages faced by decentralized powerloom units in India.
  • Under the Solar Energy Scheme, the plants have two options:
    1. On-Grid Solar Power Plant where power cut/shortage is negligible and power tariff is high.
    2. Off-Grid Solar Power Plant in areas where there is power shortage & on-grid power is not continuously available.
  • The Scheme will come into force with effect from 1 April, 2017.

Govt launches new scheme TIES for developing export linked infrastructure

  • The government has launched a new scheme — TIES — for developing export linked infrastructure in states with a view to promote outbound shipments.
  • Launched by Commerce and Industry Minister Nirmala Sitharaman, the Trade Infrastructure for Export Scheme (TIES) seeks to bridge the infrastructure gap and provide forward and backward linkages to units engaged in trade activities.
  • An inter-ministerial empowered committee for sanctioning and monitoring of the project was set up for the scheme. It will be headed by the commerce secretary Rita Teaotia.
  • The TIES would focus on projects like;
    1. customs checkpoints,
    2. last mile connectivity,
    3. border haats and
    4. integrated check posts.
  • The idea of this scheme is to address those gaps in infrastructure which are not addressed by any other scheme.
  • It will help to ensure smoother movement of export cargo and also ensure quality standards and certification

Telangana launched Rs. 605-crore ‘KCR Kit’ scheme for pregnant women, new born

  • Focussing on women welfare and new born, Telangana Chief Minister K Chandrasekhar Rao has come out with an innovative scheme – KCR Kit.
  • The scheme is designed to address complications during the time of pregnancy and aimed at reducing infant mortality rate and encourage institutional deliveries.
  • The KCR Kit consists of 16 essential things needed for a new-born and will be useful for up to three months.
  • The kit comes packed with soaps useful for mother and child, baby oil, baby bed, mosquito net, dresses, sarees, hand bag, towels and napkins, powder, diapers, shampoo and toys for the kid.
  • The government proposes to earmark Rs. 605 crore for the scheme.
  • The State has initiated a number of measures for the welfare of women and children. In order to provide nutritious food to pregnant and lactating women and infants under Arogya Lakshmi, eggs, milk and nutritious food will be made available through the Anganwadis.

Swachhta Pakhwada being observed by the Ministry of Women & Child Development throughout the country

  • The Ministry of Women & Child Development is observing the Swachhta Pakhwada from 1st March 2017 to 15th March 2017, to raise awareness about Swachh Bharat Abhiyan among women and children.
  • The Swachhta Pakhwada is observed by various Ministries of Government of India to achieve the goal of;
    1. universal sanitation,
    2. hygiene and
    3. ‘open defecation free’ India by 2019.

  • The programme is a ST-Elevation Myocardial Infarction (STEMI), a very serious type of heart attack, management telemedicines platform that captures and transmits patient's EKG along with clinical history from remote geographical locations to heart command center hub.
  • A team of expert cardiologists at HCC-Hub provided immediate EKG interpretation and real time STEMI guidance and management via tele-consultation by instantly recognising fatal EKG abnormalities.

National Career Services (NCS) and Jeevan Praman Facility for EPFO Pensioners Launched in Hyderabad Post Office

  • The Union Minister of State for Labour and Employment Bandaru Dattatreya launched;
    1. The National Career Service (NCS) for youths and,
    2. Jeevan Praman facility
    to EPFO pensioners through Post Offices at DakSadan in Hyderabad on February 12, 2017.
  • The Post Offices will serve as an Employment Registration Centres for Unemployed rural youth on behalf of the “National Career Service” Portal where youths can register themselves for employment in 1,55,000 post offices established across the country for over 3000 occupations offered under 52 sectors in NCS.
  • It would build a bridge between the net connected urban areas and non connected rural areas and help the youth to avail facility to register for employment at their doorstep hassle-free and have access to a rich repository of career content.
  • The centre aims to provide employment to five crore people over next five years.
  • Besides, the EPFO pensioners can also submit their Digital Life Certificate (Jeevan Praman) through the Head Post Offices. This will also benefit the EPFO pensioners to avail the facility at their doorstep.

Cabinet approves 'Pradhan Mantri Gramin Digital Saksharta Abhiyan for covering 6 crore rural households

  • The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved 'Pradhan Mantri Gramin Digital Saksharta Abhiyan' (PMGDISHA).
  • It has been approved to make 6 crore rural households digitally literate. The outlay for this project is Rs.2,351.38 crore to usher in digital literacy in rural India by March, 2019.
  • PMGDISHA is expected to be one of the largest digital literacy programmes in the world.
  • Under the scheme;
    1. 25 lakh candidates will be trained in the FY 2016-17;
    2. 275 lakh in the FY 2017-18; and
    3. 300 lakh in the FY 2018-19.
  • To ensure equitable geographical reach, each of the 250,000 Gram Panchayats would be expected to register an average of 200-300 candidates.
  • Digitally literate persons would be able to;
    1. operate computers/digital access devices (like tablets, smart phones, etc.),
    2. send and receive emails,
    3. browse internet,
    4. access Government Services,
    5. search for information,
    6. undertaking cashless transactions, etc.

  • Chief Minister Samagra Gramya Unnayan Yojana (CMSGUY) launched in Assam.
  • The Chief Minister Sarbananda Sonowal launched this scheme for the development of villages of the state Assam.
  • Chief Minister Samagra Gramya Unnayan Yojana is a mega mission with a financial outlay of Rs. 30,000 crore will be implemented in all the villages in Assam in the next five years culminating in 2021-22.
  • Through Chief Minister Samagra Gramya Unnayan Yojana (CMSGUY) it has been aimed at bringing in revolutionary changes by doubling the farm income in the State.
  • This scheme is launched in a move to bring about paradigm shift towards holistic development of villages in Assam.
  • Chief Minister Samagra Gramya Unnayan Yojana (CMSGUY) will be implemented through ‘saturation model’ by covering each revenue village through focused interventions in direct economic activities, logistic support including market linkages, and community support.

National Action Plan for Children, 2016 released by WCD Ministry

  • National Action Plan for Children, 2016 (NPAC) was launched at a special function held to celebrate the National Girl Child Day in New Delhi.
  • The Action Plan has four key priority areas;
    1. survival,
    2. health and nutrition;
    3. education and development;
    4.protection and participation.
  • The NPAC defines;
    1. objectives,
    2. sub-objectives,
    3. strategies ,
    4. action points and
    5.indicators
    for measuring progress under the four key priority areas and also identifies key stakeholders for the implementation of different strategies.
  • The plan also puts focus on new and emerging concerns for children such as:

Govt inks MoU to set up 1,000 Janaushadhi Kendras

  • The government signed an agreement with the National Yuva Cooperative Society to set up 1,000 Janaushadhi Kendras across the country and targets to open such medical stores in every block and gram panchayat to provide quality medicines at an affordable price.
  • At present, 750 Janaushadhi Kendras, providing more than 600 medicines and 150 medical devices, are operational and the target is to open 3,000 by end of this fiscal for achieving health safety.
  • BPPI is the nodal implementation agency for the PMBJP, which is an an initiative of the Department of Pharmaceuticals under the Chemicals and Fertilisers ministry to make quality medicines accessible to all citizens at an affordable price.
  • The PMBJP scheme would drastically reduce the out of pocket health expenditure for the common man and give an impetus to the Make in India mission in the pharma sector.

  • Union Human Resource Development Minister Prakash Javadekar yesterday launched a dedicated web portal 'ShaGun', which has been prepared by World Bank in collaboration with Ministry of Human Resource Development.
  • On this occasion, the Union Minister also reiterated government's commitment for improving the 'Quality' of Education.
  • Learning Outcomes are assessment standards indicating the expected levels of learning that children should achieve for that class. These outcomes can be used as check points to evaluate learning at different points of time.
  • The learning outcomes would help teachers to understand the learning levels of children in their respective classes individually as well as collectively.
  • Learning outcomes should be the point of reference for conducting achievement surveys.
  • Hence it is necessary that the defined Learning Outcomes are also shared with parents and community at large.

World's Largest LED Street Light Replacement Project Launched

  • Union Power Minister Piyush Goyal launched the "world's largest" LED street light replacement project completed by SDMC in south Delhi wherein two lakh conventional street lights have been replaced with energy efficient LEDs.
  • The initiative under the Street Lighting National Programme being implemented by the Energy Efficiency Services Limited of Ministry of Power, will save 6.10 crore units of electricity per year thus reducing the electricity bill by 54 per cent.
